Thanks for your inputs. Whiteboard software seems to work very well with a touchscreen monitor. So far Interwriter is looking like the best option as it has direct interaction with MS Word, PowerPoint, and Excel, allowing you to save your annotation directly into PowerPoint, Word, or Excel files.
